The purpose of this invitation to tender is to provide a sustainable collective and protocol catering service in the buildings of the General Secretariat of the Council (GSC) in Brussels, and also to cover services for any protocol event exceptionally organised outside of the Council buildings, throughout the Belgian territory.

II.2.4)Description of the procurement:

The services required relate to sustainable collective and protocol catering services, principally for all the buildings occupied by the European Council and the Council of the European Union, located in Brussels, rue de la Loi. Exceptionally, services may be required for protocol events organised outside the Council's buildings, throughout the Belgian territory.

However, the contract does not cover protocol events organised outside of Belgian territory, in particular the Council meetings held in Luxembourg in April, June and October, or protocol events organised by the rotating presidency in its Member State.

The GSC, which assists the work of the European Council and the Council of the European Union, employs 2 770 people (in 2018) spread over the 3 neighbouring buildings.

In addition, the GSC organises more than 7 500 working meetings of the Council's preparatory bodies each year, welcoming numerous delegates, journalists, and officials from other institutions and other duly accredited visitors on a daily basis, representing an average of around 2 000 people per day who have access to collective catering:

— sustainable collective catering services include: self-service restaurants, cafeterias, bars and coffee corners in the three GSC buildings.

Collective catering services also include the use of vending machines selling refreshments, hot and cold drinks, and snacks through an operating concession.

— sustainable protocol catering services include meal and drink services for high-level protocol events or meetings (meetings at the level of heads of state or government, ministers, ambassadors, etc.) or other services.

The services include cleaning the kitchen areas.

GSC activities take place during the 12 months of the year over a calendar period of approximately 240 working days and on the basis of a variable working schedule.

Occasionally, the work of the European Council and the Council of the European Union includes evening or night sessions, or even sessions on Saturdays, Sundays and/or certain public holidays.

In this invitation to tender, particular attention is paid to the sustainable and environmental aspect of catering services, taking into account the requirements for compliance with the EMAS system in force in the GSC.

The estimated volume of the contract is set out in the tendering specifications: the financial statement (annex IV to the tendering specifications) presents the statistics for 2018 sales (including protocol catering) and checkouts (statistics given for information only without committing the GSC). A mandatory site visit for the selected candidates will be organised in September.
