III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

— the letter of application (printed DC1) or equivalent document identifying the candidate or each member of the group if the candidate is a group of economic operators,

— a declaration on honour that the operator:

— does not fall within any of the cases of exclusion from tendering of public contracts provided for in Articles L. 2141-1 to L. 2141-11 CCP (if printed DC1 is not used),

Have complied with Articles L. 5212-1 to L. 5212-11 of the Labour Code concerning the employment of disabled workers (Metropole model attached to the consultation file) where they are taxable persons.

Details:

— certificates of professional qualifications. Proof of the candidate’s capacity may be furnished by any means, such as professional identity certificates or work references attesting to the competence of the economic operator to perform the service for which he or she is applying.

— presentation of a list of the principal supplies or services provided in the past 3 years, with the sums, dates and recipients, public or private.

(a) Quality certificates attesting that the economic operator complies with certain quality assurance standards, including accessibility for persons with disabilities. These certificates issued by independent bodies are based on European standards and certified by accredited bodies;

B) presentation of a list of the principal deliveries made or the principal services provided in the past 3 years, with the sums, dates and recipients, public or private. Deliveries and services shall be substantiated by certificates from the consignee or, failing that, by a declaration by the economic operator.

In accordance with Article L. 2132-2 of the Public Procurement Code (CPC), Articles R. 2132-7 to 2132-14 PCC and the Order of 14.12.2009 on dematerialisation of public procurement, candidates are obliged to transmit all documents relating to this consultation and to communicate with the buyer exclusively by electronic means. If the applicant is a consortium of economic operators, the assessment of capacity is comprehensive. Each member of the group is not required to have all the capacity required to perform the contract (Article R. 2142-25 CCP).

If the applicant relies on the capacities of other economic operators, it shall provide proof of the capacity of that economic operator or those economic operators and provide proof thereof for the performance of the public contract. Such proof may be furnished by any appropriate means (Article R. 2143-12 CCP).

The criteria for the selection of tenders are weighted. The sub-criteria and the scoring procedures are described in the consultation procedure. the candidate has the possibility of making an optional visit to the site of the South Lyon household waste treatment and energy recovery unit (UTVE).
