This Integrated Consultant Framework (ICF) framework will be open to all public sector organisations in the area described above and will provide both of the following 2 services:
1) Major Projects Consultancy (MPC):
This will provide all multi disciplinary consultancy services on construction projects with a construction value normally exceeding 2 000 000 GBP. By exception projects of value between 500 000 GBP and 2 000 000 GBP may be included.
This is a fee based service based on the construction cost of the project.
In total this could be up to 70 000 000 GBP of fee spend per annum.
2) Property Asset Consultancy (PAC):
This is a time or task based service to provide all property asset related services.
In total this could be up to 40 000 000 GBP of fee spend per annum
It is anticipated that there will be 3 suppliers in this lot; all must be capable of supplying the range of services described above across the entire region.
Due to the anticipated quantum of this framework lot, a minimum annual turnover requirement of 15 000 000 GBP will apply.
To encourage the development of local supply chains, it is anticipated that the successful framework consultants will commit to to a minimum ‘spend target’ of 30 % of fees with local sub-consultants.
Typical ‘Major Construction Projects’ will comprise construction/refurbishments of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings. The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures.
The ICF is not intended to be used for major projects involving highways, infrastructure works, (e.g. rail, canal, coastal defences, river defences, bridges, viaducts, pipelines or tunnels).
The ICF is intended to work mainly alongside the NACF, but not exclusively. In the this lot, the NACF providers are the NW Construction Hub, North Wales Construction Frameworks, South and mid Wales Construction Frameworks and Constructing West Midlands.
The normal contract model for project delivery will be 2 stage open book, to promote collaborative working and early contractor involvement.
The normal contract variants will be develop and construct and construct only.
This framework is not intended to be exclusive; existing and new SCF clients may and will use their own consultant arrangements.
The objective is to offer existing and new SCF public sector clients a fully compliant construction consultancy framework that has the necessary skills, experience and resource to successfully manage the design and delivery of large projects and programmes of work in the public sector using two stage open book. This offer is intended to be complimentary with the SCF.
Consultants will be invited to bid at ITT for all multi disciplinary consultant services in accordance with the RIBA toolkit on a ‘Not To Exceed’ percentage fee basis.
Call-off will be by mini-competition or in certain circumstances by direct award (to the MEAT supplier identified at award of the framework).
In both cases, the client will select the scope of services which may include all or part of consultant services.
Typical ‘Property Asset Consultancy’ services will deliver any type of consultancy services for framework organisations or commissioning organisations that may request them. These property asset related professional services may cover any aspect of public sector works, projects or developments.
The objective is to offer a fully compliant high quality professional consultancy service capable of delivering most property related requirements to the many public sector clients who currently do not have the right arrangements in place.
It is anticipated that suppliers will be required to pay an annual framework charge of 5 000 GBP plus a levy of 2,5 % on all fees charged.
