Contract description
The overall objective of the TA operation is to support Government of Egypt through the PPP Central Unit (“PPPCU”) of the Ministry of Finance (MOF) and the Ministry of Foreign Trade and Industry (MTI) - in coordination with the Ministry of Transport (MOT) in attracting private sector participation for the expansion of the Abu Tartour Port and development of industrial facilities via PPP.
The purpose of the TA operation is to:
- Review existing Project studies and analysis;
- Develop design specification for the potential commercialization of the port including auxiliary buildings, warehouse and their inclusion in the Project, if required;
- Develop technical design specifications for the Project to be used during consultations with all stakeholders, including prospective private sector bidders;
- Support consultations with all stakeholders;
- Develop the final technical specifications and/or the operating standards;
- Assist in adopting them in to the draft bidding documents;
- Assist in preparing responses to any or all questions relating to the technical aspects of the Project; and
- Provide technical support in local and international marketing efforts relating to the Project.
The expected results of the TA are:
Phase 1: Due Diligence and Preparation of Transaction Structure,
Phase 2: Tender Process and Transaction Implementation.
