Karmøy Municipality, hereafter called the contracting authority, invites tenderers to a restricted tender contest for a contract for the procurement of a trade system for municipal child welfare together with Haugesund/Utsira, Tysvær, Sveio, Vindafjord/Etne Municipalities.

If a tenderer finds that the tender documentation does not provide sufficient guidance, sufficient information, or is in another way unclear, addition information can be requested in writing from the contracting authority. The replies to questions will be published.

II.2.4)Beschreibung der Beschaffung:

The aim of the contest is to procure a new and updated digital platform for the child welfare services in the mentioned municipalities.

Due to the ongoing childhood and youth reform, and proposals for changes to the Child Welfare Act, there is a need for digitalisation, simplification, and standardisation of work processes for the child welfare service. A digital platform is an important part of the services' case processing and documentation, as well as for the administration of the Child Welfare Act, the Public Administration Act, the Data Protection Act, and the Health Personnel Act.

The child welfare service in the different municipalities is organised differently, some with more sub-departments than others. The new trade system must handle all work processes in the child welfare service, from the receipt of notes of concern to different placement measures.

The current trade system, Familia, which is used in Karmøy Municipality/Bokn, was implemented in the child welfare system in the early 2000s.

The current trade system, Familia, which is used in Haugesund/Utsira Municipality, was implemented in the child welfare system in the early 2000s.

The current trade system, Familia, which is used in Tysvær Municipality, was implemented in the child welfare system in the early 2000s.

The current trade system DIPS is used in Sveio Municipality. DIPS will end on 31.12.2022.

The current trade system, DIPS is used in Etne/Vindafjord Municipalities. DIPS will end on 31.12.2022.

The contracting authority will enter into a framework agreement with one tenderer.

The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender. The contracting authority plans to invite a maximum of 3 tenderers to submit a tender. If more than three (3) qualified tenderers submit a request for participation in the contest, the contracting authority will select the tenderers on the basis of the selection criteria, cf. Stage 1 qualification documentation
