The aim of the contest is to procure a new and updated digital platform for the child welfare services in the mentioned municipalities.
Due to the ongoing childhood and youth reform, and proposals for changes to the Child Welfare Act, there is a need for digitalisation, simplification, and standardisation of work processes for the child welfare service. A digital platform is an important part of the services' case processing and documentation, as well as for the administration of the Child Welfare Act, the Public Administration Act, the Data Protection Act, and the Health Personnel Act.
The child welfare service in the different municipalities is organised differently, some with more sub-departments than others. The new trade system must handle all work processes in the child welfare service, from the receipt of notes of concern to different placement measures.
The current trade system, Familia, which is used in Karmøy Municipality/Bokn, was implemented in the child welfare system in the early 2000s.
