Explanation:

Based on Contracting Authority's knowledge of the market, there are no other tenderers who deliver systems that have close integration between Timeedit, Canvas and Panopto. The justification for not holding a normal tender contest is that due to technical reasons, only one tenderer in the market is able to comply with the requirement, c.f. the PPR 13.4.b) 2.

These technical reasons are:

A deep integration with Canvas LMS, Panopto Video Platform, and Timeedit timetable system already in use by a large part of the sector.

Simplification of video booking, through learning platforms that unload system administrators and supervisors.

Gives the supervisors full control over recording and streaming per session based on data from the timetable system.

Updated automatically in case of discrepancies between the Timeedit timetable system and bookings that are already planned, which gives a better quality assurance.

Comply with the requirements regarding GDPR for data storage and routines for classroom recordings.

Plug and Play for new institutions, minor training and technical setup are required.

Can be adapted to some institutions' setup without requirement for additional development work.
