Patching Contract 2019
Leicestershire County Council and Leicester City Council (the Employer) is seeking to identify and appoint contractor(s) to a patching contract Framework Agreement (Framework). The estimated value through the framework is not guaranteed and is dependent on budgets made available to the Employer. The proposed framework period is 2 years with potential extensions of a further 2 years in one year increments subject to performance.

The northern part of Leicestershire mainly including the districts of North West Leicestershire, Charnwood and Melton.
A further 2 years; in 1 year increments subject to performance.
The southern part of Leicestershire mainly including the districts of Hinckley and Bosworth, Blaby, Oadby and Wigston and Harborough.
The proposed framework period is 2 years with potential extensions of a further 2 years in 1 year increments subject to performance.

Leicestershire County Council (LCC) will incorporate a minimum of 10 calendar at standstill period at the point of information on the award of the contract is communicated to tenderers. Applicants/tenderers who are unsucessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/tenderer was unsucessful. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to review the award decision before the contract is entered into.
