II.2.4)Description of the procurement:

The purpose of this contract is to establish a network of academics (‘the Network’), tasked with providing the Commission with independent advice and research on European Union citizenship and the rights attached to it, including their implementation in the Member States. The main aim is to provide specific expertise in the perspective of the EU Commission's 2019 citizenship report and the 2019 European elections. The contract will deliver 2 research products and up to 5 short ad hoc notes in its first year, and this call for tender has been structured to permit the contract to be renewed on the same terms twice (i.e. a potential 3 years).

The network will provide a forum for the discussion of research commissioned in this domain and some infrastructure for the development, dissemination and application of this research, as well as commissioning a specific coordinated programme of research projects. Tenderers are invited to explain in their tenders the synergies and added value that their network will offer. The network will be an ongoing group which will provide assistance to EU policymakers with research on EU citizenship. This policy area is expected to evolve considerably in coming years, and therefore, within the overall policy framework set out above in the introduction, and the overall objective of contributing to delivering on the 2017 citizenship report, drafting the 2019 report under Article 25 TFEU and preparing for the 2019 European elections, the network is expected to be equipped to involve itself in work in the field of EU citizenship rights which is not yet elaborated in detail.
