Abschnitt II: Gegenstand
Minor Civil Engineering Works
A suitably qualified and experienced contractor(s) may be required for the provision of routine minor civil engineering works, as outlined herein.
Works may be to the Housing Executive's housing stock and may also include offices and depots throughout Northern Ireland.
Works will be comprised of small value job requests involving, for example, maintenance, repairs and renewals.
The expected contract duration may be 2 years with the option to extend for a further period of 2 years or part thereof.

This contract may be segmented into regional lots to attract a diverse range of economic operators, such as, but not limited to:
— small and medium sized enterprises (SMEs),
— social economy enterprises (SEEs).
Enterprises employing people with disabilities or health related conditions, or disadvantaged people suppliers from other underrepresented or protected groups.
Fencing and gates:
Erection of various type of fencing including weldmesh, paladin, security fencing, metal fencing, decorative fencing and gates, works will include fence route clearance and repairs.
Fabrication and installation of metal stairs, walk ways, balustrades, handrails and miscellaneous items works will include repairs to existing.
Concrete works, external and internal:
New renewal of existing and repairs to paths, paving, ramps, steps, channels, foundations, renewal of existing internal and construction of new internal concrete floors, works will include excavation.
Tarmac, macadam, flags and kerbing:
Laying of new macadam paving and renewal of existing macadam, pot hole repairs, inspection pits laying new and renewal of existing hot rolled asphalt paving. Laying new, renewal of and embedded existing kerbs, flags edgings. Works will include excavation.
Excavation and digger work:
General excavation and digger oversite works and works to rock, artificial hard surfaces and gardens works will include disposal.
The following figures are indicative only. The Housing Executive gives no guarantee as to the amount of work which may be included in this potential contract at any stage.
Estimated annual value: 168 750 GBP.
Estimated total value: 675 000 GBP.
The average order cost is approximately 1 900 GBP with approximately 89 purchase orders per annum.
Estimated annual value: 66 750 GBP.
Estimated total value: 267 000 GBP.
The average order cost is approximately 1 500 GBP with approximately 43 purchase orders per annum.
Estimated annual value: 84 500 GBP.
Estimated total value: 338 000 GBP.
The average order cost is approximately 1 300 GBP with approximately 63 purchase orders per annum.

Tenders will only be accepted if submitted through eTendersNI and no tender documentation will be provided via email. Procurement Guidance Note (PGN 06/10) mandates the Housing Executive to use constructionline to assess the financial standing of tenderers. It is therefore the responsibility of the economic operator to ensure their constructionline details are correct and up to date. It is your responsibility to ensure you have completed your account registration on eTendersNI and constructionline in full. eTendersNI is not a Housing Executive managed system, so should you experience any difficulties or have any questions regarding the system, please contact the eTendersNI helpdesk. The successful Economic operator will be expected to foster and maintain cooperative working relationships with the Housing Executive and its customers and have in place appropriate GDPR processes to protect the personal data of data subjects and appropriate safeguarding policies and processes to protect children and vulnerable people whom may be impacted by this potential contract. The content of this PIN (such as the scope of works and lot structure, etc.) is subject to change. The exact nature of the works, duration, contract structure and intended procurement procedure etc will be detailed in any subsequent contract's documents. This potential contract may be advertised in the Summer of 2019 in the form of the NEC3 Term Service Short Contract. However, the Housing Executive does not bind itself to run any subsequent procurement competition for these services.
