Due to the outbreak of Corona Virus, an immediate and urgent requirement to provide food products to those most in need within our society was identified. This notice details the arrangements put in place due to the urgency of the requirement. Weekly requirements for food provisions have been split across three suppliers using an approximate ratio of 50:30:20 based on cost and ability to meet the required volumes.

  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

With the outbreak of Covid-19 across the UK, a cohort of people who are required to self-isolate for 12 weeks have been identified through the health and social care system. Within this cohort of people there are a number that will have no support network to secure food and provisions to enable them to remain in their homes.As the safety and health of people may be significantly impacted, there is an urgent requirement to secure contracts with food suppliers to deliver food packages for this vulnerable group.

To ensure continuity of supply the contract has been awarded to three contractors. The successful contractor’s performance on this contract will be managed as per the specification and regularly monitored (see Procurement Guidance Note 01/12 — Contract Management — Procedures and Principles). Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action.
