The technical assistance aims at supporting the Ministry of Education of Montenegro in implementing successfully the Montenegro Education Programme. The project involves the construction and/or renovation of public education infrastructure (e.g. kindergartens, elementary schools, gymnasium (secondary) schools and vocational education schools and the provision of new ICT equipment and furniture and specific equipment for vocational schools. The consultant will provide the following services:

(i) procurement support;

(ii) contract management and administration;

(iii) administrative support;

(iv) review and set-up a monitoring and evaluation framework system for education related data; and

(v) regular progress reporting of the overall implementation and completion of the project to the EIB in accordance with the conditions of the finance contract. The team will include two key experts (Team leader and procurement experts) and ad-hoc experts as needs arise.
