The overall aim of this study is to analyse how to use pre-commercial procurements in the context of production capacities, target fleets and distribution infrastructure to create substantial uptake of drop-in advanced biofuel for commercial cargo-shipping and aviation which is essential for decarbonisation of the maritime and aviation sectors.

II.2.4)Description of the procurement:

The main objectives of the study are: to analyse the actual status in capacity and supply of advanced biofuels and other decarbonisation options in RefuelEU Aviation and FuelEU Maritime to create substantial uptake of drop-in advanced biofuels and deliver a possible forecast for 2030, 2035 and 2050; to analyse the current and foreseen European R&I actions on advanced biofuels relevant for aviation and shipping with a focus on Horizon 2020 and Horizon Europe and to explore the potential of Pre-commercial procurement (PCP) and Public Procurement of Innovative Solutions (PPI) as instruments of Horizon Europe to contribute to deployment of advanced biofuels; to provide separate action plans, and mark synergies between them, for aviation and shipping advanced biofuels for the use of PCP and PPI instruments to boost their uptake along the possible forecast for 2030 and 2050; and to provide detailed draft design of PCP and/or PPI actions, as foreseen in the action plans and compatible with Horizon Europe General Guidelines.
