Procurement of Patient Monitoring Equipment for Hospitals in Helse Midt-Norge RHF
A decision has been made to enter into a regional Framework Agreement for the delivery of patient monitoring equipment for hospitals in Midt-Norge RHF.
The current patient monitoring at St. Olav is Philips, which was delivered by Vingmed. Philips patient monitoring was expanded in 2017 to a regional system with HNT and HMR. I.e., we have joint servers (a total of 7), with the accompanying stations (a total of 62), connected together as a large system. The system has a total of approx. 1300 monitors of various models, which are connected to 62 different stations. The system is one of the Nordic countries' largest systems. It is operated by MTA together with Vingmed. A SMA (Software Maintenance Agreement) was signed with Vingmed in 2019, which obliges Vingmed to have the required updated software and configuration in the entire system. The contract ensures the latest software and guarantee for running time in the system. Units in the system are only compatible with Philips products and accessories/interface approved by Philips.
Units from other suppliers are not compatible with the Philips system and cannot be used.
Implementing other systems for patient monitoring would be extremely costly and challenging as regards infrastructure, training, patient safety, running costs and efficiency.
St Olav Hospital at Øya was built in different phases, with staggered procurements of MTU (medical technical equipment) and patient monitoring. The patient monitoring at the Women, Child and Neuro Centre is now 14 years old and must be replaced. Replacing the patient monitoring at these centres means an investment of approx. 16 000 000 NOK. The other centres also have patient monitoring that is 10 years old that must be replaced in the coming years.
Such a large financial investment to replace the old existing patient monitoring requires successive replacements. New equipment must be compatible with the existing patient monitoring system delivered by Philips (supplier Vingmed AS). We are, thus, dependent on a new patient monitoring system from Philips.
A regional Framework Agreement will be signed in order to meet the Helse Midt-Norge's need. The estimated value of the Framework Agreement is 20 000 000 NOK - 30 000 000 NOK over a 5-year period.

Abschnitt IV: Verfahren
Only Vingmed AS can deliver Philips monitoring equipment that fulfils the hospitals' needs. The delivery is therefore exempt from a competition, cf. the public procurement regulations §13-4 letter b No 2.
