Special network equipment (bnBm)
TenneT TSO, TransnetBW and Amprion intend to supply third parties with benefits pursuant to § 11 para. 3 Energy Industry Act (EnWG) (provision and operation of special operational equipment — bnBm) to restore the safety and reliability of the electricity supply system in the event of a local failure of one or more inputs on the transmission system.
The active power output of 1 200 MW is divided into 12 lots, each with 100 MW, divided into 4 batches. For details on the detachment of the lot under point: Date to be specified in the Notice.
BnBm has to lead to an increase in useful curative re-dispatching potential. Furthermore, a bnBm must either be governed by German law or the tenderer must demonstrate, by any appropriate means, that there is at no time legal or administrative restrictions in the way of providing a service.

BnBm — Lot A
The subject matter of the procurement is the provision and operation of special network technical equipment (“bnBm”) in accordance with § 11 para. 3 EnWG, in particular their use on request of the transmission system operator, to whose transmission system the bnBm is connected.
In the award procedure, the tender received will determine the overall economic combination of the lots within a lot group, taking into account the following conditions:
— The distribution of the total quantity of 1 200 MW to be procured will be divided equally between four lot groups, representing 300 MW per batch.
— In each lot group there are 3 lots of 100 MW each.
— A group of lots may be offered for a single batch of 100 MW or for batch packages (i.e. 200 MW or 300 MW).
— The contract is awarded to the most economically advantageous batch of lots by lot.
— Candidates must already state in their request for participation how many lots they apply to in which lot.
The bnAB must meet at least the following technical requirements:
— Time between the signal of the respective transmission system operator to full load delivery on the respective transmission system operator’s network, to a maximum of 30 minutes
— Possibility to obtain uninterrupted delivery/reduction of supply — at least 38 hours
— total operating time per calendar year of at least 500 hours
— time interval between two consecutive uninterrupted supplies/reductions to output — maximum 12 hours
Capacity of the electricity transmission system operator — 100 MW, 200 MW or 300 MW
Provided that, in order to allow the bnBm offered here, the creation or extension of a substation/transformation equipment is necessary and for which no suitable land is available to the contracting authority, the transfer of a plot of land suitable for this purpose is also part of the subject of the contract. Contracting entities will provide the requirement for transfer of land with the outcome of the site audit procedure.

Section III: Legal, economic, financial and technical information
Evidence shall be furnished by the production of the following documents or of equivalent documents:
— current extract from the professional or trade register, dated no later than 3 months following the date of expiry of the request to participate;
Description of the business organisation (including the business model)
— self-declaration that there are no grounds for exclusion under § § 123 and § 124 GWB.
The forms to be used for this demonstration are to be made available through the communication platform mentioned under point I.3 above.
Declaration of overall turnover and turnover in the sector covered by the contract to be awarded for the last three financial years preceding the closing date for submission of applications;
Submission of an updated economic advice, not older than 6 months at the end of the participation deadline;
— evidence of a corresponding holding liability insurance for liability risks (not more than 6 months old on expiry of the submission deadline).
— For the last three financial years, the applicant must provide evidence of an average annual turnover not less than EUR 40 million or a firm commitment to the same amount by either equity or debt. Should a candidate bid for more than one lot, the assessment of the minimum turnover shall be determined on the basis of the number of these lots;
— proof of equivalent liability insurance covering liability risks of EUR 1 000 000 (one million euros) per MW of deliverable contracted per claim must be submitted. In so far as they are not already available, an obligation to conclude such insurance immediately upon receipt of a supplement and to submit a certificate to that effect without being required to do so; In all cases, the applicant must undertake to maintain insurance for the duration of the contract.

EUR 1. The award of the contract is subject to the modification of the legal and/or regulatory framework, regulations and regulations in force at the time of publication of the contract notice.
