Subject to the adoption of the Annual Work Programme 2022, the Europe's Rail Joint Undertaking will launch a call for tender for a single framework contract (one per lot) to perform the activities established in the Council Regulation (EU) 2021/2085 for the System Pillar (Articles 91 and 96). The call for tenders will be divided in three lots:
— lot 1 – system pillar core group: the contractor shall provide expertise with system engineer knowledge developed in rail or other fields, which collectively represent the main stakeholders of the rail sector;
— lot 2 – system pillar expertise: the contractor shall deliver the work defined initially in the report of the European Commission on the System Pillar of July 2021;
— lot 3 – CCS TSI maintenance activities. The contractor shall ensure that there is a continued need to ensure that the current and future CCS TSI specifications are properly maintained to be able to introduce innovative solutions.

II.2.4)Description of the procurement:
The contractor shall provide expertise with system engineer knowledge developed in rail or other fields, which collectively represent the main stakeholders of the rail sector. The core group provides the competent leadership and expertise of the development of the functional layered railway system architecture, specification models and operational concepts that enable safe, secure and efficient delivery of the new systems; manages the common business objectives and deliverables from the tasks. The system pillar core group is necessary to lead the day-to-day work of the delivery of the system pillar through the tasks and supporting the system pillar steering group in its decisions, via the executive director of the JU. This will include: providing guidance on task outputs; programme management of the system pillar task; managing inputs and outputs; horizontal tasks that will be defined considering the evolution of the EU-Rail programme. The representatives of the system pillar core group shall ensure their organisational independence from the companies they come from and specific CoI and NDA will have to be set up to protect such independence.

II.2.4)Description of the procurement:
The contractor shall deliver the work defined initially in the report of the European Commission on the system pillar of July 2021 as well as in the draft Europe’s Rail Master Plan and the draft Multi Annual Work Programme available at https://shift2rail.org/about-europes-rail/europes-rail-reference-documents/europes-rail-key-documents/. The contracting authority would like to avail itself with the support of 70-100 experts that will be working to deliver the tasks defined in the aforementioned report. The experts shall collectively and, as far as possible, equally represent the stakeholders and, indicatively, no more than 60 % of them shall come from the Europe’s Rail founding members. This should ensure that, on one hand, the activities of the system pillar and innovation pillar are connected and run in a coherent manner and, on the other hand, the system pillar integrates experts outside the EU-Rail membership. The contracting authority will issue specific contracts to secure the performance of the work. Teams shall be allocated to the specific contracts by the contractor, while the work of the teams will be supervised and assessed by the JU, building upon the input of the core group or other independent experts.
