Scottish Government intends to procure a contract for the delivery of a Land Parcel Identification System (LPIS) to be utilised by the Scottish Government in its role as a Paying Agency in its implementation of the Common Agricultural Policy. This is a fundamental part of the Integrated Administration and Control system (IACS) and part of the technical implementation of the Common Agricultural Policy (CAP) stipulated since the early 1990's.
We wish to receive expressions of interest from potential suppliers who have experience in delivering a CAP compliant LPIS to European paying agencies, although it should be noted that the key features of our Architectural Principles will inform the delivery of solutions so that they are: sustainable by internal teams, efficiently adaptable, extendable, modular, open standard based and by default, web delivered to W3C standards. Specifically this is likely to require utilisation or seamless integration with our BPMN2.0/SOAP1.1 based work management framework, utilisation from or delivery of services to our SOAP based SOA layered architecture (JBOSS Fuse ESB) plus the expectation that a rules engine, such as DROOLS, will provide a build and execution framework for business rules relating to the use and management of land data. Delivery of web output should integrate with an existing Portal solution and is expected to be extended beyond the LPIS into read only mapping and customer map interaction functionality that will support the customer facing application process.
