This TA operation is part of an ongoing operation in the country (Seychelles Water and Sanitation Project).The overall objective of this TA is to assess the feasibility and prepare tender documentation for a new water reservoir in Praslin.

Scope of the services:

The purpose of this contract is to provide services for the investigation and design of a new dam and 170,000 m3 capacity reservoir at the outlet from Plaine Hollandaise on Praslin Island, together with the necessary treatment plants, connections and integration with the existing water supply network, and ancillary works.

The TA for the design of a new water reservoir in Plaine Hollandaise will be undertaken in 2 phases:

Phase 1: Investigation, feasibility review and preliminary design of the proposed works, including geophysical, hydrological and environmental studies;

Phase 2: Preparation of tender documents for the works.

List and brief description of selection criteria:

1) The number of the permanent staff of the candidate (individual company or consortium overall) currently working in fields related to this contract (as they are described in Section III) of this Notice), must be at least 3 for each of the last 3 years (2016, 2017, 2018). Note to candidates: In your submission, please make sure to include the actual year for which the data is provided;

2) The candidate (individual company or consortium altogether) has implemented, during the last 5 years (May 2014 up to the deadline for the receipt of applications indicated in Section IV.2.2) of this Notice), at least:

A. 2 projects with the following features:

Small dam or dam design and investigations (geological and/or geotechnical and/or topographic and/or hydrological and/or dam safety and/or ancillary works) including tender documentation.

Minimum value 300 000 EUR (or equivalent).

B. 2 projects with the following features:

Detailed design of water supply infrastructure (water treatment plant minimum capacity 20,000 m3/day, transport mains with diameter above 250 mm, distribution) including tender documentation.

Minimum value 400,000 euros (or equivalent).

C. 1 project with the following features:

Environmental and social impact assessment including resettlement action plan.

Minimum value 100 000 EUR (or equivalent).

D. 1 project with following features:

Climate risk and vulnerability assessment of infrastructure project.

No minimum value.

All candidates should demonstrate that they had a participation of minimum 50 % in each of the projects brought as reference.
