This invitation to tender covers:
— development of a methodology for estimating (nowcasting) the annual energy statistics, calculating key totals of energy balances and key energy indicators for monitoring progress towards European targets (e.g. the share of energy from renewable sources and energy efficiency) for the on-going year. The methodology needs to be constructed in such way that it delivers results for dissemination in December. To this end, available monthly energy statistics should be used as the key primary data source for estimating,
— deployment of the methodology on several reference years of energy data and execution of accuracy analysis of these estimates vis-à-vis final data transmitted by reporting countries,
— development of an easy-to-use calculation tool that can be used by Eurostat for producing these estimates in the future.

The main objectives of this project are:
— to develop a methodology for estimating the ongoing year,
— to prove for 3 reference years that these estimates have high accuracy,
— to develop a tool Eurostat can use in the future to make these estimates.
The estimated volume of the individual tasks for the entire duration of the contract (48 months) is the following:
210 person-days at the level of junior profile;
185 person-days at the level of senior profile.
