Transport for London (TfL) is responsible for managing traffic control infrastructure on behalf of all 32 London Boroughs as well as the Highways Agency, Royal Parks and The Corporation of London.
This includes supply, installation, maintenance, modification and modernisation works to the following infrastructure: a) Traffic Signals (and associated equipment) (c.6000 sets); b) Over-height Vehicle Detectors (c.50); and c) Variable Message Signs(c.160).
Under this TCMS2 contract TfL will engage with three external contractors who will undertake capital and maintenance works, including the supply of equipment and some design activities.
The types of capital works that will be undertaken include:
— New installations,
— Modifications to existing infrastructure,
— Roll out of new technologies; and
— Modernisation or replacement of life expired infrastructure.
The type of maintenance works that will be undertaken include:
— Regular maintenance activities to repair faults that have occurred with traffic infrastructure equipment, to achieve an overall availability target (set by TfL),
— Preventative maintenance activities including periodic inspections; and
— Emergency call out repairs.
Contracts have been awarded on a geographical lot basis. The duration of each term contract is 6 years, with the option for TfL to extend (at its sole discretion) for periods up to 24 months. A separate framework mechanism within each contract for competing high value works is for a duration of four years.
