Crown Commercial Service (CCS), as the Authority, intends to put in place an agreement for the provision of Financial Analysis and Monitoring Services for use by Central Government and UK public sector bodies.

The objective of the procurement is to create an agreement that the Public Sector can use to access the following services — Services used to assess and monitor the financial strength and the credit worthiness of companies and of citizens.

It is currently envisaged that this will be in the form of a multi-supplier, multi-lot framework but this will be determined as a result of the market engagement.

CCS welcomes input from market experts or specialists as to the structure, nature and principles of the proposed commercial vehicle.

This Prior Information Notice is to signal an intention to commence market engagement with those within the Financial Analysis and Monitoring Services market — Those who perform financial (credit) checks, ratings, analysis and monitoring on companies and citizens.

Crown Commercial Service (CCS) intends to hold market engagement sessions during Summer 2018 with suppliers interested in potentially bidding for the resulting framework contract.

With reference to II.3.6 — the lotting structure of this will be determined as a result of the market engagement.

Please be advised that in preparation to participate in this competition for this framework that:

The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.

The level of Cyber Essentials necessary (Cyber Essentials or Cyber Essentials Plus) will be discussed and determined during Supplier and Customer engagement and will be confirmed in the OJEU contract notice.

The service that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of official. It will be a condition of this contract that this material must be protected. Baseline protection controls are defined in ISO27001: 2013 and further defined by the Security Policy Framework
