Today, Budapest is a constantly built city and has ever been the most successful era of the city, with huge opportunities for the city, to which all economic policy conditions have been met. There can be a new millennium, a more successful period at the end of the 19th century, with Budapest becoming a growing, growing and growing city in the world and becoming more attractive in the coming years.

The Southern Town Gate Development Programme will put an end to the legacy of the Development Programme, and will launch improvements in southern Pesten and North Csepel. The Development Agenda presents a coherent approach to urban development, creates and forms the form of Northern Csepel and South Pest Soroksári Danube Branch.

The most important element of the Development Programme is the 12 000 Mrodcity city, which has increased the number of seats that have been missing for decades and which represent a physical barrier in the development of higher education. In the past 40 years, there has been no similar overall development of colleges, and the state of existing college buildings deteriorated.

The city of Student City will speed up the infrastructure investments that would otherwise be needed in this area, the promotion of “green solutions”, parks and the revival and sharpening of the Danube River, taking into account health, healthy urban development. Students from many universities in Budapest can live in one place, which is of major importance for knowledge sharing and community life, while buildings and buildings with local protection are renovated.

2016/2017 on measures to prepare for and design the Spring Ferenc Sports Facility and other projects in South Pest and North Kivu Government Decision No XII (XII.22.) states that the elements of the Development Programme, including the National College of National Development (1722/2016), are the elements of the Development Programme. (XII.9), which is an integral part of the Budapest Government Decision, it will be implemented in the planning area defined in the design contest documentation. The Government Decision on the Development Agenda also states that the designer who draws up a Master’s plan for the field of architecture (‘Masterplan’) in the area will be selected through an international design contest.

The aim of the design contest is to implement, in line with the strategic objectives of Hungary and Budapest, a viable urban development, which is at the heart of its central element, through the expansion of the Student City, with an adequate standard of housing for almost 12 000 universities. In addition, it achieves major and long-overdue transport developments in the area, which do not only make public transport more rational but fundamentally change the link between the city and water: the Danube coast in the grip of the tracks and thus visited by less is released. The aim of the contest is also to demonstrate how sport facilities in the Development Programme can be used by students and the general public, as a result of Community fields, from a lost, neglected area, and an attractive city in Budapest. The installation proposals must be adapted to the surrounding city, the infrastructure, the natural environment and the buildings protected in the area (the building of the Nagytárhely building, building around Kiron Lock). Sustainability is a priority for each proposal for installation.

The Master plan to be drawn up following this design contest (Masterplan) covers a city tender that concerns the design of the construction of an approximately 135 ha area enclosed by the Danube, Rákóczi bridge, by means of the Draves Kalman route, Soroksári út and access road no. 209968 — Weiss Manfréd út.

The aim of the design contest is to select the designer most appropriate to implement the planning programme published in the design contest documentation.

III.1)Conditions for participation
III.1.10)Criteria for the selection of participants:

The documents to be submitted in the course of the participation, verification and prioritisation information, the documents to be submitted, the detailed rules on electronic procurement, Government Decree 424/2017 (XII. 19.) 2. It shall upload to candidates and invited candidates through a design contest website operated on the basis of Section 5(5).

Minimum requirement:

I. I Candidates must have at least one of the following conditions:

1 An approved architect Masterplan for at least 100 ha, on the basis of which construction began;

2 Waterashore: an architectural Masterplan for a river, sea or lake area;

3 A campus of at least 1 ha in the field of architecture (including an urban part of a university or college);

4 A urban plan or architectural development concept prepared for a municipality of at least 45 000 inhabitants in the municipality or part of a municipality, including the development concept for the transport development, installation and green area.

The references shall be declared by the candidate/consortium partner. The reference requirements must be met by at least one consortium member. Personal references to the participant/consortium partner’s participation in performance are acceptable. The applicant shall be responsible for the veracity of the information.

II. A writer sets out the following minimum requirements for professionals according to Government Decree 266/2013 (VII.11.):

The designers presented by the candidate must have a valid official right, as defined above or equivalent, in their own country or in the country where they work. A copy of the documents certifying this entitlement and the professional CVs of the required experts must be attached to the certificate. The Publisher points out that under the Hungarian legislation in force, if the tenderer who won a public procurement procedure following a design contest does not have a valid entitlement in Hungary, the designer must be entitled to the design rights or naturalisation by the Hungarian Chamber of Engineers or the Hungarian Chamber of Architects, or by involving a professional qualified in Hungary, as a prerequisite for concluding the contract.

Candidates who meet the eligibility criteria listed above, i.e. valid, are ranked according to the following criteria:

1 The number of compliant and submitted reference work;

2 Number of references defined in point 1 of the reference requirements which relate to an area larger than 100 ha;

3 Number of defined references in point 2 of the reference requirements (water market references).

In the context of prioritisation and prioritisation, detailed information is included in the design contest documentation.

1) Design contests shall be conducted by ensuring confidentiality and the entries shall be without prejudice to confidentiality. In order to ensure confidentiality, the jury may only know and publish the data of the authors of the works after the evaluation and the adoption of the final report. The requests for participation and the format and specifications concerning submission of the submission are detailed in the design contest documentation. Requests to participate and entries may be submitted only as specified in the Government Decree 424/2017 (XII.19.), as detailed in the design contest documentation.

2) The design contest is carried out by Act CXLIII of 2015 and Government Decree 310/2015 (X.28.) Korm. In accordance with the provisions of the Regulation.

3) The design contest may involve only one project. Co-authors and authors can participate in several applications (compliance with relevant ethical standards).

4) Design contests may be carried out by a natural or legal person, an individual firm or a body capable of having a legal capacity, hereinafter referred to as the ‘tenderer’, who:

For the tendering phase: The design sheets and the technical specifications shall be drawn up in English only. No other language is allowed.

Due to the limit of Karakterk, the Notice II.2.4) ‘Description of the procurement’ under the heading ‘Description of the procurement’:

Following a negotiated procedure without publication of a design contest, the Publisher intends to conclude a design contract for the Southern Town Development Master Plan (Masterplan).

Under a Master plan (Masterplan), the writer understands the following: architectural and urban architectural design documentation defining the conceptual content, layout and functions of an development. MasterCard’s aim is to ensure the relationship between the structures, the social facilities and the environment. MasterCard can also propose economic, housing, transport, community functions and modes of use for a long term perspective. In the case of the present design contest, the urban planning assets under the Act of Law and other construction legislation are not acceptable per Masterplan.
