Study on progress in implementing the EU Forest Strategy.
Delivery will usually be at the contractor's location.
The contracting authority aims to establish a contract with a single contractor for a period of 9 months in order to conclude a study on progress in implementing the EU Forest Strategy.
The estimated total value of the contract referred to in Sections II.1.5 and II.2.6 of the present notice shall be considered as a maximum amount. As a result, tenders exceeding it will be rejected. Prices shall be all-inclusive: the European Commission will not pay expenses for any additional costs incurred from the execution of the contract.

A maximum of 2 representatives per tender, duly mandated, are allowed to attend the opening (proof of identity must be given by presentation of a passport or identity card). If tenderers wish to be present, they shall inform the Evaluation Unit C.4 of DG Agriculture and Rural Development by e-mail no later than 1 week before the opening date, to the contacts indicated in point I.1.

a) Tender documents will be available for download at the address indicated under heading I.3. The website will be updated regularly and it is the tenderers' responsibility to check for updates and modifications during the tendering period.
b) For British tenderers:
Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to tenderers from the United Kingdom depending on the outcome of the negotiations. In case such access is not provided by legal provisions in force tenderers from the United Kingdom could be rejected from the procurement procedure.
You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
