Oxford City Council is committed to increasing levels of physical activity, and the wider benefits that activity enables. The Council has made significant progress in recent years resulting in a 7 % increase in adult participation since 2006 (Sport England's Active People Survey). The Council is now looking to further improve its sporting infrastructure and build on this progress.
The Council is keen to explore the potential for the development and delivery of an innovative and economically viable new sporting facility that can offer access to high quality sport and recreation opportunities to clubs and residents across the city. Any proposal will need to consider how their development will impact other facilities in the City.
A feasibility study and options appraisal has been carried out where the Council has identified a short list of possible sites and a preferred scheme, replacing an existing sports facility, leaving the current site available for alternative development. The preferred option seeks to significantly enhance the scope of facilities that are provided by the existing sports facility. The Council wishes to understand the appetite of the market with regard to working in partnership to develop and operate a high-quality offer.
Key criteria for the Council are that the facility must:
— Have a complementary facility mix to the City's leisure offer.
— Be inclusive and have reduced price options for the socially deprived.
— Support Sports Development in the City.
— Deliver the Council a positive financial return.
The Council is looking to engage with suitably qualified providers who are interested in the potential opportunity to Design, Deliver and Operate a New Outdoor Sports Facility. The Council is looking to discuss the potential opportunity and share views and experience, which the Council can then consider to make a decision as to the viability to tender for the services.
