Elaboration of detailed design and supervision services for energy efficient rehabilitation of Ivano-Frankivsk National Technical University of Oil and Gas, Odessa State Academy of Civil Engineering and Architecture Lesya Ukrainka Volyn National University and National University of Water and Environmental Engineering in Rivne.

II.2.4)Description of the procurement:

Design and Supervision services (the ‘Services’) for 4 universities participating in Phase II of the Project. In total 33 building are included in 4 universities participating in Phase II of the Project.

The construction works under the Project are to be implemented with application of FIDIC-MDB Harmonised Construction Contract Conditions.

Objective criteria for choosing the limited number of candidates:

(a) the average annual turnover for the last 3 fiscal years for which accounts have been closed (2020, 2019, 2018) has to be at least EUR 1 200 000 or equivalent (exclusive of applicable indirect taxes).

(b) Technical capacity:

(i) the applicant shall show that it has successfully implemented, completed and received final payment under at least three assignments over the last 7 years (from 1 January 2014 up to the deadline of submission of applications), where the applicant has provided construction supervision and/or project management services related to civil construction under FIDIC or similar contract conditions, of value of at least EUR 150 000 per contract (exclusive of applicable indirect taxes). In case of Joint Venture, the Applicants shall demonstrate that they had a participation of a minimum amount not less than EUR 150 000 in each of these contracts brought as reference.

(ii) the applicant shall show that it has successfully implemented, completed and received final payment under at least three assignments over the last seven years (from 1 January 2014 up to the deadline of submission of applications), where the applicant has provided design services for energy efficient renovation of buildings and/or design services for civil construction of public and/or residential buildings, of value of at least EUR 250 000 per contract (exclusive of applicable indirect taxes). In case of Joint Venture, the Applicants shall demonstrate that they had a participation of a minimum of 50 %, with equivalent amount not less than EUR 250,000 in each of these contracts brought as reference.

(iii) the applicant shall show that it has successfully implemented, completed and received final payment under at least two assignments over the last 7 years (from 1 January 2014 up to the deadline of submission of applications), where the applicant has provided services of implementation support and/or project management and/or technical assistance for IFI financed projects of a minimum value of EUR 1 000 000 (exclusive of applicable indirect taxes). In case of Joint Venture, the Applicants shall demonstrate that they had a participation of a minimum of 50 %, with equivalent amount not less than EUR 1 000 000 in each of these contracts brought as reference.

Among the similar assignments brought as reference in para ii above, at least one shall have been performed in the EU’s Eastern Neighbourhood and/or countries of the Commonwealth of Independent States CIS (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tadzhikistan, Uzbekistan) as well as Georgia and Ukraine.

In case one single project brought as a reference, covers both criteria under point b(i) and b(ii) above, the amounts and services should be clearly specified separately, and they should be certifiable upon request by the Contracting Authority(s).

Only applicants satisfying the above selection criteria will be further evaluated based on the below shortlisting criteria:

In the event that more than eight Applicants fulfil all the qualifying criteria above, the contracting authority shall use the following criterion to rank the applicants:

1) The number of contracts brought as reference in b (i) and b (ii) above.

2) In case of competition between two or more applicants having the same number of compliant references as per the factors for re-examination above, the cumulative value of the contract amounts of the completed service contracts (proportion carried out by the applicant) fulfilling technical capacity criteria b(i) and b(ii) above will be taken into account.
