The purpose of the contract is to provide mainly DG Home, but also other Commission services, as well as the agencies in the area of home affairs (European Police Office (EUROPOL), European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice (eu-LISA), European Asylum Support Office (EASO), European Border and Coast Guard Agency (Frontex) and European Monitoring Centre for Drugs and Drug Addiction (EMCDDA)) with timely evidence-based services of an intellectual nature to support its impact assessment, evaluation and evaluation related activities.

— possible subject of an evaluation in the area of migration: existing legislation, strategies and action plans, EU Agencies and networks, such as European Migration Network, Financial programmes, such as the Asylum, Migration and Integration Fund or any other financial programme managed by DG Home and the Agencies, current large- scale IT-systems, such as SIS, VIS and future IT-systems, and more in general data collections at EU level,

— possible initiatives that may be the subject of an impact assessment in the area of migration: proposals for new legislation or amendments to existing legislation including where necessary implementing and delegated acts, proposals for non-legislative initiatives which define future policies, implementing measures (e.g. ‘comitology’ items) which are likely to have significant impacts.

Other evaluation related services include specific research activities meant to support DG Home evaluation activities in the area of migration, such as (non-exhaustive list): reports on the implementation of legislative instruments; feasibility studies; data gathering exercises; consultation of stakeholders; quantification and monetisation of costs of policy options; definition of methodological frameworks; etc.

— proposals for new legislation or amendments to existing legislation including where necessary implementing and delegated acts,

— proposals for non-legislative initiatives which define future policies,

— implementing measures (e.g. ‘comitology’ items) which are likely to have significant impacts.

Other evaluation related services include specific research activities meant to support DG Home evaluation activities in the area of Security, such as (non-exhaustive list): reports on the implementation of legislative instruments; feasibility studies including studies on information technology options related to policies; industrial and market studies; data gathering exercises; consultation of stakeholders; quantification and monetisation of costs of policy options; definition of methodological frameworks; etc.
