Fusion21 Heating and Renewables Framework — Market Engagement Opportunity
Fusion21 is renewing its heating systems offer in to a new Heating and Renewables Framework to deliver heating works and services to estates across the public sector. The lot structure will offer Fusion21 Members flexibility in their needs for all types of heating and heating related renewable services; the draft Lot structure is included within this Notice but covers the servicing, maintenance and installation of domestic and commercial heating and renewable technologies. The lot structure also covers heating related consultancy services including design, project management and quality assurance.
This PIN Notice is being used to engage with the market to support Fusion21 in shaping this new framework, ensuring it is fit for the market place for the next 4 years; this includes exploring any potential increase in demand for renewable heating technologies.

Consultancy - Quality Assurance and Asset Management
This consultancy work includes quality auditing of heating installations and asset management consultancy services.
This is a draft lot structure and may be subject to change once the Contract Notice is published based on the outcome of the market engagement work being undertaken.
Consultancy - Principle Design and Project Management (domestic and commercial)
This consultancy will include principle design of heating systems and project management related services on both a domestic and commercial basis for heating and renewable systems.
Education Heating Refurbishment Programmes
The Framework may include a Lot specifically for programmes of refurbishment to heating systems within the education sector. This may include the refurbishment, replacement and/or installation of heating systems which may be done on a design, supply and fit or labour only basis. The programmes may be subject to funding models established to support these types of works across the education sector.
Servicing, Maintenance and Installation (planned and reactive) of Domestic Heating Systems
Suppliers will deliver a comprehensive domestic heating service and maintenance service on a planned and reactive basis to heating and hot water systems. The works will include the potential to deliver installation works within its scope on a supply and fit or labour only basis. The lot may also include the service, maintenance and installation of electrical and renewable technologies.
Servicing, Maintenance and Installation (planned and reactive) of Commercial Heating Systems
Suppliers will deliver a servicing, maintenance and repair service to commercial heating and hot water installations within Member's property portfolio including associated dwellings. The works may include installation works within the scope of this Lot on either a supply and fit or labour only basis. The scope may also cover electrical and renewable technologies.
Installation of Domestic Heating Systems (planned and reactive)
The work involves the installation of new central heating and hot water systems which will comprise a mixture of complete systems, boiler replacements, and system conversions or upgrades to various properties throughout a Members stock on either a supply and fit or labour only basis. The installations may also include electrical and renewable technologies such as ground and air source heat pumps, solar heating etc.
Installation of Commercial Heating Systems (planned and reactive)
The works will involve the installation of commercial heating and hot water systems on a planned and reactive basis and either as a supply and fit or labour only. This may also include the installation of electrical and renewable heating technologies.

Fusion21 is looking to engage with suppliers that can deliver the nature of works outlined in each lot. The final lot structure within the Contract Notice will include a more detailed scope of works.
The purpose of this exercise is to engage with the market so that suppliers have the opportunity to assist in shaping the procurement in a way that reflects what the market can deliver for Fusion21 Members. The lot structure outlined in this PIN Notice is not a firm commitment and is subject to change.
