Service provider for the production of English, Spanish, Polish, Italian subtitling and audiodiscriptions
Thanks to the support of the European Union, the European cultural platform arte.tv is available in 6 languages and accessible to 70% of Europeans in their native language.
A selection of the catalogue is offered digitally with subtitles or voice versions in English, Spanish, Polish and Italian, in addition to the French and German versions. This offer is accessible on the various digital vectors of ARTE and third-party platforms in Europe, and for half of the programmes, worldwide. The offer is also made available via spots on social media.
The present procedure concerns the renewal of subtitling, dubbing and adaptation services for social networks of multilingual videos in English, Spanish, Polish and Italian.
Service provider for the production of English, Spanish, Polish, Italian
The services will be carried out in the premises of the service provider.
This package covers the subtitling in English, Spanish, Polish and Italian of a maximum of 2,800 hours of mostly factual programmes (documentaries, reports, magazines on culture, knowledge, politics and society) but also fictional programmes (European series and films), which will be offered on the ARTE website
http://www.arte.tv/ as well as on the ARTE applications for connected television sets and mobile terminals. The overall hourly volume concerns both full subtitling (documentaries, fiction and cinema), SME subtitling, and subtitling of spots for social networks.
Lastly, for a limited number of programmes, shorter processing times will make it possible to deal with urgent matters linked to the need to put content online.
In accordance with the judgment of the Court of Justice of the European Union of 17 June 2021 in Simonsen & Weel A/S v Region Nordjylland and Region Syddanmark, the maximum value of the services under this contract is indicated in Article II.1.5). This value is based on a high estimate of the volume of services and does not represent a commitment to consumption for ARTE GEIE.
The contract will be signed for an initial term of 12 month, renewable 3 times 12 month.

Translations of other languages.
Each of the lots will give rise to the award of a single-tender framework agreement. The contracts are expected to be notified in October 2023.
The initial languages are mainly German, French and English and more exceptionally other European languages (Spanish, Polish, Italian). For rare languages, case-by-case estimates are required.
Service provider for the production of English, Spanich, Polish and Italian subtitles aud audiodescriptions
This lot covers the production of dubbing or voice-overs (commentary only) in English, Spanish, Polish and Italian for a maximum of 210 hours of reports, documentaries and web-series on culture, knowledge, politics and society (for voice-overs/doubling) and very occasionally cinema (as part of tests on audio description), to be offered on the ARTE website (http:// www.arte.tv/) as well as on the ARTE applications for connected televisions and mobile terminals. This package will also include the adaptation of these voice spots for social networks.
The contract will be signed for an initial term of 12 months, renewable 3 times 12 months.

(b) a declaration by the bidder (the form made available by ARTE GEIE may be used, please note that this document is only available in French and German), accompanied by the following documents:
— an extract from the commercial and companies registry,
— if the bidder is in legal redress, a copy of the judgment or judgments to that effect.
1) Certificate of insurance covering the candidate’s civil professional liability;
2) A list of the company's average workforce within the past 3 years
3) Turnovers excluding VAT for the last three years. The candidate specifies the part of the turnover (in %) which is related to the services of the future contract
1) a presentation of the candidate
2) the list of the candidate’s main references (maximum 5 references), which are comparable to those subject to this present tender, still in progress or not older than three years.
As such, these references must correspond to projects of audiovisual content subtitling, in the target language of the lot for which the candidate is applying. This list of references will contain in particular:
a. the name of the customer (with the field of activity, name, telephone number and e-mail address of a main contact person)
b. the type of service (customer reference, volume indications)
c. the period of realization of the reference (in progress or less than three years old),
d. a description of the means used.
The candidate will complete the reference presentation document provided on ARTE GEIE buyer profile (see articleI.3).
If a tenderer wishes to submit several lots of the present procedure, he may submit a single application file, but this file must include as many reference lists as lots submitted.

Correct spelling and grammatical quality are the basis of a good translation. ARTE therefore requires that the translator be a native speaker of the target language. ARTE is entitled to examine the status of the work in progress at any stage of the production process and to ask the contractor for any information necessary for the completion of the language work.
Subtitling and dubbing orders and the provision of the necessary material are carried out via a tool developed by ARTE ("PARTNER" server).

Registration on the electronic platform is free of charge and is necessary to respond to tenders electronically. The procedure for submitting responses and additional information relating to electronic procedures for the conclusion and performance of public procurement contracts are detailed in the document attached to the tender document. Precise information on deadline(s) for review procedures:
- Of Article 2 Order no. 2009-515 (7.5.2009), relating to appeal procedures applicable to public procurement contracts, before the conclusion of the contract (urgent pre-contractual application);
- Or of Article 11 of that Order (urgent contractual application), no later than the 31st day following publication of the notice of award of the contract, or, in the absence of publication of such a notice, until the expiry of 6 months period counting from the day after the date of notification of the contract.
