Development and Support of the YARIS Maritime Information Sharing System for the Maritime Centers of the Gulf of Guinea (Exchange, Analyze and Compilation of Maritime Security Information)
This contract will enable the development and support of the YARIS information sharing system, which will allow the operations centres that belong to the Yaoundé Architecture to exchange, analyze and compile maritime security information in an effective, efficient and standardized way.
The system development includes specifying the requirements, designing, implementing, testing and deploying the system, and training the users. The system support includes managing the system configuration and changes, the production environment and supporting the users.
Mainly at the contractor's premises. Occasional mission to be expected in Lisbonne and in Paris at Expertise France's premises.
The YARIS system comprises 6 applications, its underlying services and monitoring services.
The applications are the operational portal, the maritime situational awareness (MSA), the chat, log and analysis applications, and the lightweight version of the MSA application, fit for use in low bandwidth and high latency networks. The contractor shall deliver all these applications.
The contractor shall deliver all services (i.a. databases, application servers) required by the abovementioned applications (underlying services).
The contractor shall deliver system monitoring services that will be used to oversee the system performance, security and availability and reliability, while in operation.
The contractor shall deliver all software and documentation resulting from the YARIS system design (i.a. requirements, architecture, data and information models, service models), implementation (i.a. source code and configuration files), testing (i.a. test plans and results), deployment and configuration (i.a. configuration files, instructions and services admin credentials), that are necessary to operate and maintain the system after the project is over.
Finally, the contractor shall deliver all software and documentation used for and resulting from the training (i.a. environment, manuals, presentations, tests) provided to the key users.
A possible additional renewal period of 6 months may enter into force (covering maintenance, training and hosting services).
Relevance of previous experience of the tenderer permanent staff, to be allocated to the project, in the following fields:
— web applications development with geospatial layersm
— maritime surveillance systemsm
— agile software development.

Legal persons are not entitled to participate in this tender procedure or be awarded a contract if they are in any of the conditions mentioned in qrticles L. 2141-1 à L 2141-6 et L. 2141-7 à L. 2141-11 of the French Public procurement code.
The candidate must provide a declaration of honour mentioning that he isn't subjected to a submission ban to public contracts detailed in qrticles L. 2141-1 à L 2141-6 et L. 2141-7 à L. 2141-11 of the hereabove regulation code.
The candidate must provide evidence of the company registration.
1) Average turnover over the last 3 years,
2) Financial and budget balance sheet,
3) Insurance policy.
1) Minimum average turnover of the tenderer must be at least 500 000 EUR over the last 3 years,
2) The equity must be positive each year over the last 3 years,
3) Insurance requirements:
— employer’s liability: 10 000 000 EUR,
— public and product liability: 5 000 000 EUR,
— professional liability insurance: 5 000 000 EUR.

1) Minimum level of technical capacities:
— implementation of at least 3 projects similar in nature and complexity over the last 5 years,
— ISO certificates 27001 and/or 9001 or equivalent,
— at least 5 specialised staff in the contract domain hired on a permanent basis.

— experience of the tenderer permanent staff, to be allocated to the project, in the following fields,
— web applications development with geospatial layers,
— maritime surveillance systems,
3) Restricted (or higher) EU/NATO security clearance or in the process of being obtained.

Context EU funded — GOGIN project:
The instrument contributing to Stability and Peace (IcSP) is the main thematic tool of the European Commission to improve security in partner countries, complementing other financial tools — in particular where geographical development instruments cannot be used. Countering global and trans-regional threats is one aspect of the work assigned to the long-term component of the Instrument.
Since 2009, the IcSP Critical Maritime Routes (CMR) Programme has focused on the security and safety of essential maritime routes in areas affected by piracy to help to secure shipping and trading lines of communication. The long-term objective addressed by the programme is to improve maritime governance. The emphasis is on capacity building at regional and trans-regional level for exchange of information, cooperation and subsequent implementation at national level.
The overall objective of the GOGIN project is to contribute to maritime safety and security in the region of the Gulf of Guinea in order to favour blue economy and economic development of the countries. To do so, it provides technical support to national structures in charge of fight against maritime illicit activities, assistance to vessels and people, antipollution and blue economy and to transnational structures belonging to the Yaoundé architecture and in charge, according to their particular role and tasks, of the domains submentioned.
In particular, three objectives are foreseen:
— improvement of information collection, sharing and use, taking into account needs of each maritime centres, national authorities, regional organisations and sea users ‘needs,
— reinforcement of national organisations in charge of maritime activities management, maritime safety and security. Doing so, GOGIN bases its support on relevant national strategies and particular needs identified by the partner itself,
— reinforcement of the different levels of maritime centres in charge of zonal, regional and interregional coordination, according to the strategic orientation defined by the relevant authorities.
