The overall objective of this TA Programme in both target countries is to support delivery of on-going and future EIB financial sector operations and the supporting blended and grant finance provided under broader EU development programmes in the target countries, in order to contribute to delivery of SDGs 1 (no poverty), 2 (zero hunger), 4 (quality education), 5 (gender quality), 8 (decent work and economic growth) and 10 (reduced inequalities).
A cross-cutting objective applicable to all activities foreseen in this TA Programme, is to facilitate the deployment of EIB funding in an efficient, responsible and sustainable manner, in accordance with the Bank’s standards and requirements, particularly in the spheres of agri-food sector eligibility and of environmental and social sustainability. An extension in scope may be triggered in case there is need to provide more extensive support to final beneficiaries in Zambia, depending on a number of factors that are currently unknown. Said extension is valued at a maximum value of 1 000 000 EUR (already incorporated in the estimate value).

1) The number of the permanent staff of the candidate (individual company or consortium overall) currently working in fields related to this contract (as they are described in Section III) of this Notice and in the internet address provided in section I.3.), must be at least 10 for each of the last 3 years for which accounts have been closed. Note to candidates: In your submission, please make sure to include the actual year for which the data is provided.
2) The candidate (individual company or consortium altogether) has implemented, during the last 5 years (May 2014 up to the deadline for the receipt of applications indicated in Section IV.2.2) of this Notice), at least 3 projects of a minimum value of 300 000 EUR equivalent, with activities related to strengthening the capacity of financial institutions in agri-finance, providing technical support to agri-businesses and farmers/farmer groups and gender equality in the area of agri-finance. The project references should encompass these activities in any combination. It should demonstrate that it had a participation of minimum 50 % in each of the projects brought as reference.

Any additional documentation (brochure, letter, etc.) sent with an application will not be taken into consideration.
This tender procedure is launched with a “suspension clause”. This entails that the award of the contract is subject to the signature of the Delegation Agreement between the European Commission and the EIB as well subject to the signature of the Cooperation Agreement between the Beneficiaries and the EIB.
The candidates interested in participating in this tender procedure must be fully aware that in no event shall the Contracting Authority be liable for any damages whatsoever including, without limitation, damages for loss of profits/costs incurred by applicant in preparing and submitting his application, in any way connected with the cancellation of the tender procedure on the ground of the “suspension clause” even if the Contracting Authority has been advised of the possibility of damages.
As such, by submitting their application, the candidate accepts in full the use of the “suspension clause” in this tender procedure as well as its possible consequences.
