Performance of works in the field of special techniques in European Parliament buildings in Brussels.
Works in the field of special techniques in European Parliament buildings in Brussels as well as services associated with said works, including conducting studies and/or analyses.
The day-to-day management of a building stock covering a total surface area of more than 660 000 m2 spread over several buildings makes it necessary to have a framework contract for carrying out works in the fields of special techniques.
It should be remembered that all European Parliament buildings in Brussels are fitted with special technical installations likely to need works either to modify them and make them more efficient, or to maintain them.
Entering into a framework contract shall enable the works to be carried out within the deadlines, taking account of the operating constraints.
Furthermore, entering into such a framework contract with a single economic operator:
— shall enable the latter to become fully acquainted with the specific rules (safety, access, working procedures, etc.) in force within the Institution, thus making its interventions more effective,
— shall enable the unit carrying out these interventions to ensure a high level of quality, since, for any future operations, the requirements in this field will be clearly defined by the framework contract provisions, and will remain applicable throughout its validity period,
— shall make it easier to employ internal human resources to the full,
— shall ensure optimum use is made of the allocated budgets, owing to the framework contract's flexibility.
Section III: Legal, economic, financial and technical information
participation in this concession procedure is open on equal terms to all natural persons, legal entities and public bodies falling within the scope of the treaties — particularly all natural persons, legal entities and public bodies from a Member State of the European Union — and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the concession field, under the conditions laid down in this agreement.

on pain of being refused access to the opening of tenders, tenderers wishing to attend should confirm this by e-mail (INLO.AO.DIR.A@europarl.europa.eu) at least 2 working days beforehand and limit their representation to 1 person.
Section VI: Complementary information
A mandatory site visit will be held on 16.8.2017 (10:00). The meeting point will be at the entrance to the accreditation centre of the Altiero Spinelli Building in Brussels.
Any economic operator obtaining the invitation to tender documents concerning this contract may take part in the site visit. In any event, economic operators wishing to take part should confirm this by e-mail (INLO.AO.DIR.A@europarl.europa.eu) 2 working days before the visit, giving details of the company name and the name, position, identity card number and date of birth of the participants. Representatives must carry a valid identity document.
No more than 2 representatives per economic operator may attend. At least 1 representative per economic operator must attend, on pain of exclusion.
The European Parliament will draw up a report following each site visit, which will be published on the website https://etendering.ted.europa.eu
