The supply of urgent PPE during the Covid-19 pandemic from key suppliers who have available stock on an urgent and ad-hoc basis, relying upon Public Contract Regulation 32 (2) (c), ‘Negotiated Procedure without Prior Publication’.
Section IV: Procedure
The direct award of contracts to six of PPE suppliers who have been able to supply critical emergency supplies during the ongoing coronavirus pandemic when the Council's contracted suppliers were unable to source the particularly scarce PPE products in an emergency situation, thus enabling the Council to meet its statutory health and safety obligations.

The Council will award contracts relying upon Public Contract Regulation 32 (2) (c), negotiated procedure without prior publication, which states: ‘insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with'.
