Duration in years: 5
Justification for a framework agreement, the duration of which exceeds four years: The Internet and landline telephone services are based on complex technical infrastructures. Each time the provider is changed, a migration of the Internet and landline telephone services is required. A migration will be undertaken on operational and critical business services and must be seamlessly and transparently migrated to a new provider resulting in a complex and time-consuming process. A period of 6 to 12 months is expected during which time the current provider will continue to supply services, allowing time for the new provider to set-up, prepare, configure and migrate the services to their infrastructure.
Therefore, there is a need for a longer duration of a framework agreement in this procedure.

II.1.5)Short description of the contract or purchase(s)
The aim of this procurement procedure is to provide Eurojust with a quality, uninterrupted Internet and landline telephone services. These services are classed as business critical and, thus, they must be reliable, highly available and fault-tolerant (lot 1). In addition to Internet and landline telephone services, Eurojust also wants to purchase related services, i.e., universal international freephone numbers (UIFN) and freephone services (lot 2). Taking these requirements into consideration, Eurojust is seeking a contractor(s) capable of providing the services described in the technical specifications (Annex A) in accordance with the contractual conditions (Annex D), while ensuring the minimum services level requirements (Annex A.1). The tenderers should also consider submitting relevant proposals to the provision of the complementary services, which are specified in the technical specifications (Annex A) and is part of the award criteria. These services are not mandatory, but will be part of the contract, in case they are offered. In addition, the tenderers are requested to propose their solutions to Eurojust in reducing costs of the mandatory services (Internet and landline telephone services), while maintaining or improving the performance of the services. This is part of the award criteria and needs to be included in Annex B.
