Predmetom dokumentácie bude dobudovanie 2. profilu diaľnice D3, súčasťou ktorého je druhá tunelová rúra tunela Horelica. Diaľnica D3 Kysucké Nové Mesto – Svrčinovec, úsek Oščadnica – Čadca, Bukov 2. profil je v nadväznosti na predchádzajúce úseky navrhnutá ako štvorpruhová, smerovo rozdelená komunikácia kategórie D 24,5/80. Súčasťou riešeného úseku bude aj pravostranné veľké odpočívadlo Oščadnica a Stredisko správy a údržby Oščadnica, ktoré bude stavebne pričlenené z úseku diaľnice D3 Kysucké Nové Mesto – Oščadnica, a úprava prevádzkovanej tunelovej rúry.
