Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Leistung ist nicht in den Grundleistungen des HOAI-Vertrages enthalten. Die Abstimmung zur Verortung der Pläne mit dem Betreiber bildet jedoch eine Schnittstelle zur Architektur. Eine Einarbeitung eines fremden Dritten würde zu einem vermeidbarem Mehraufwand führen. Durch die Vergabe an das vorbefasste Planungsbüro wird eine wirtschaftlichere Leistungserbringung möglich, als dies bei einer Vergabe an einen fremden Dritten zu erwarten wäre.

Die Änderung beträgt ca. 0,16 % zum ursprünglichen Hauptauftragswert und liegt unter der 50% - Grenze.
