Beigestellte Gutachten sind für die Planung EP zu werten und aufbauend die Planung auszuarbeiten, Aufwände bei AG zur ext. Vergabe und Zeitbedarf dafür erzwingen zuerst einen Planungsstillstand, Kosten für gesonderte Ausschreibung und Vergabe stehen außer Verhältnis zum erzielbaren Gewinn. Starten von neuen Abfragen zur Leistungsabfrage und Bindung eines Externen erfordern Zeit sowie den adäquaten Aufwand beim AG. Planungsstillstand bedeutet Zusatzkosten. Einarbeitungsaufwand des Externen mit höherem Aufwand erforderlich gegenüber dem beauftragten Ing.. In Summe sind die Mehrkosten höher als der hier anstehende Betrag.
