Daily European media monitoring services for the European Parliament.
The European Parliament launches this procedure aiming to award a 1 year framework contract for daily monitoring of written press (international, national and regional), audiovisual media (TV and radio) and the main online (Internet) media. This framework contract may be renewed up to a maximum of 4 years.
The purpose is to provide a timely, up-to-date compendium of daily information, in the form of media reviews, about the way in which topics, of relevance to the European Parliament and the European Union, are reported in the media.
Media monitoring services:
In terms of the services requested through this framework contract, the contractor will need to monitor news from print, audiovisual and online media from the countries and sources mentioned in Annex I (see specifications) in order to deliver a daily review consisting of: summaries of news of all the sections and full text articles in PDF format for written press and online news (hereafter called clippings).
The tenderer may be requested to report on the monitored news at different intervals of the day and/or in more than 1 sending.
Regular monitoring services:
a) the tenderer should provide a print, online and audiovisual review on a daily basis (7 days a week) sent by e-mail directly to the list of recipients. All press reviews (summaries and clippings) should be made available also via the tenderer's own Internet page with a restricted access dedicated to EP staff only and searchable at least by date;
b) the delivery of the daily review is exempted on a maximum of 10 days per year. The list of days will be agreed with the contractor at the time of the signature of the contract. Future changes will have to be done in agreement of both parties.
Delivery time and method:
The contractor will be required to provide the services daily from Monday to Sunday as well as on public holidays (with the exception of the 10 pre-determined days).
— on week days (Monday to Friday), the daily review should be delivered by the contractor by e-mail to users at the latest by 8:00 CET. This edition must contain summaries and clippings identified in the main print press, online and audiovisual sources,
— for weekends (Saturday and Sunday) and public holidays (not in the exemption list), the daily review should be delivered at the latest by 10:00 CET.
In instances where the EP finds that important media items from the coverage of the day are missing, it might request that the tenderer provides these and resends an updated version of the product (without additional cost).
The services will be delivered via e-mail to the European Parliament directly to a list of recipients which will be provided to the successful tenderer to after the signature of the contract. The European Parliament reserves the right to make changes to the list of recipients in the course of the contract.
Communication patterns and media reporting methods change and information technology is currently undergoing rapid developments. The European Parliament is seeking the best services for the duration of the whole contract, based on a continuous update of the latest state-of-the-art technologies and methods.
The successful tenderer should provide an Internet solution for users to be able to access the media reviews from all types of electronic communication devices (computers and mobile devices). The contractor should ensure that the media review is printable and electronically searchable.
The framework contract may be renewed up to a maximum of 4 years (see the draft framework contract for more details).

Tenderers wishing to attend the opening of the tenders are asked to notify the department responsible for managing this procurement procedure, no later than 2 working days before the tender opening date, by e-mail at dgcomm-seminarsMSMU@europarl.europa.eu
Only 1 representative may attend. Tenderers failing to give notification will automatically be refused access to the opening. The name of the person attending the opening of the tenders must be given in the notification.
