Provision of non-payment of Vehicle Excise Duty Enforcement Acitivities.
This Prior Information Notice (PIN) is to notify the market that the Driver and Vehicle Licensing Agency (DVLA) intends to tender for the Provision of Vehicle Immobilisation, Removal, Storage, Disposal and Enforcement Notice Issuing Services and the Provision of Automatic Number Plate Recognition Services.
Lots have not been decided at this stage. The Wheeclamping & Disposal elements of this requirement will be advertised as one contract, and possibly split into two lots (Wheelcmaping/Removal/Storage as one lot and Disposal as another). The ANPR element will be a separate contract.
Vehicle Disposal & Auction Services
DVLA will later this year be conducting a retender process to select a supplier(s) to provide ongoing enforcement activities and vehicle disposal services. DVLA is tendering for two separate provisions. The first is for unlicensed vehicle clamping, removal, sale at auction and associated admin services. The second is for non-compliant vehicle detection and reporting via ANPR technology. Both services are UK wide and manage significant volumes of transactions for the DVLA. The current volume of Wheel clamping actions per year is in excess of 115k. DVLA would like to hold Innovation Days later in July and August 2017, which will focus on new/innovative solutions for Wheel clamping and ANPR provision.
DVLA anticipates commencing the procurement with the publication of an OJEU contract notice in September 2017. To register your interest in attending the innovation and/or supplier day and to request further information, please email the following:

Innovation ideas on Wheel clamping vehicles & ANPR detection
How the innovation would provide value for money to the tax payer
How the company would provide geographical coverage
Existing networks and customers
The DVLA is considering the future shape of the contract with a view to:
Maximising the opportunities from the latest innovations in technology or approach
Maximising the flexibility of enforcement operations in reducing VED evasion nationally, to enable scaling up or down of activities when and where needed
Ensuring a maximum return on investment.
