The EIB seeks to appoint an appropriately experienced, staffed and skilled service provider for external support to its due diligence and monitoring activities concerning its forestry operations in China.

II.2.4)Description of the procurement:

The assignment will involve tasks in 1 or more of the following areas:

— project screening, pre-appraisal, project reviews and project scoping,

— appraising the projects’ feasibility and compliance with EIB’s eligibility and lending criteria. This includes assessing of the projects’:

• technical performance and feasibility,

• environmental sustainability and feasibility, including carbon footprint,

• social sustainability and feasibility,

• financial and broader economic performance and feasibility,

— drafting and finalising the EIB project documentations required for launching the project and presenting the project proposal to the EIB management committee and to the EIB board of directors,

— drafting and finalising project progress reports (PPRs) and project completion reports (PCRs),

— carrying out field visits as part of the due diligence and monitoring activities,

— contributing to the dialogue between the EIB, the promoters and relevant stakeholders (e.g. villagers, competent authorities, NGOs),

— assisting project promoters in developing procurement plans and tender documents,

— assisting project promoters, the local and national NDRC and the MoF, where necessary, in communicating the EIB requirements in relation to reporting, procurement and environmental and social compliance, disbursement conditions, project undertakings or any other matter that the Bank might consider relevant,

— providing information about relevant institutional and land tenure issues, as well as market and competition issues regarding the forest value chains in China,

— providing forest carbon guidance, clean development mechanism (CDM) advice on projects and information on EIB carbon funds,

— providing forest certification advice on projects,

— providing advice for adopting professional forest management systems, including GIS, digital mapping and data base management,

— providing training and/or awareness raising workshops, as needed,

— any other task not yet defined that might become relevant for the successful implementation of relevant EIB’s forestry operations in China.
