Explanation:

The Northern Ireland Housing Executive Awarded this contract in December 2017, with a start date of 22 January 2018 for a period of 2 years. Whilst the start date of the contract was January 2018, due to operational issues the commencement of work under the contract was delayed by a period of approximately 6 months. Therefore the Housing Executive exercised its right under Regulation 72 (1) (f) of the Public Contract Regulations 2015 to extend the term of this contract by a period of 6 months in order that the operational phase of the contract is the 2 years originally intended. This resulted in the end dates of the contracts changing from 22 January 2020, until 22 July 2020.

The Covid-19 outbreak caused operations on site to stop. As a result the NIHE intends to exercise its right under Regulation 72 (1) (f) of the Public Contracts Regulations 2015 to extend the term of the contracts by a period of 4 months, resulting in the end dates of the contracts changing from 22 July 2020 to 20 November 2020 in order that the operation phase of the contract is 2 years as originally intended. The Housing Executive does not consider this modification to alter the overall nature or value of the contract. Furthermore, should the value of the contract be altered, which the Housing Executive believes to be unlikely, the Housing Executive believes that any such change in value shall be below the relevant threshold and 15 % of the initial contract value.
