Provision of Facilities Management and Engineering Services
The purpose of this tender is to engage a facilities management company to provide a wide range of preventative and responsive maintenance services including (ad-hoc) additional maintenance and facility services at the Eurofound premises.
This tender is split into 2 parts reflecting the way in which different services are provided and their nature. Due to the dual nature of the service to be provided successful tenderers will be awarded with 2 following contracts:
Part 1: Scheduled services – preventative maintenance (direct contract).
Part 2: Additional (ad-hoc) Services and responsive maintenance (FWC contract).
Part 1 refers to scheduled services focused on preventive maintenance. This part embraces services of a recurring nature which will be scheduled throughout the year. For these services a direct service contract will be awarded. Part 2 refers to ad hoc services. This mainly includes services with a less than annual frequency and services where the exact volume is not known in advance. For these services a framework service contract will be awarded. Services may then be requested by Eurofound ad-hoc and have to be provided by the contractor in addition to the scheduled ones.
Both contracts will be renewed automatically 3 times for 12 months each.
Note that estimated total value of 1 350 000 EUR indicated under Point II.1.5 combines the values of both contracts envisaged to be awarded as a result of this tender (i.e. for Part 1 and part 2).

Eurofound calls for tenders are open to natural and legal persons from European Union Member States and from countries which have signed a special agreement with the European Union in the field of public procurement. Section IV: Procedure
Tenders will be opened at the offices of Eurofound, room number LH4.
1 person representing the tenderer may be present at the opening; participation will be restricted to an observer role. Please advise Ms Lidia Jankowska in advance if you intend to be present at the opening of tenders.

Within 2 months of notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment. Any request tenderers may make and any reply from Eurofound, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment nor open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated under heading VI.4.1 of the Contract Notice.
