construction D'Un centre municipal de santé et D'Une PLATEFORME D'Autonomie dans le cadre D'Une OPÉRATION ImmobilièreRéalisation, sur un terrain 28-34 avenue Edouard Vaillant, d'une surface approximative de 3 300 mètres carrés d'une opération d'environ 6 600 mètres carrés SP comprenant :- un équipement municipal d'une surface de plancher de 1.100 mètres carrés, à destination de Centre Municipal de Santé et de Plateforme Autonomie, avec 22 places de stationnement dédiées ;- une voie d'accès au futur parc de l'ecoquartier d'une largeur de 8 m et d'une longueur de 47 m (superficie 410 mètres carrés) longeant les lots et rétrocédée après réalisation par l'opérateur ;- une bande non construite de qualité paysagère entre les lots construits 14b/b' et le futur parc de l'écoquartier et rétrocédée après réalisation par l'opérateur- environ 73 logements (surface de plancher estimée : 5.150 mètres carrés), dont 33% de logements sociaux ;- des locaux commerciaux et d'activité d'une surface de plancher estimée de 350 mètres carrés, divisibles entre un local divisible de 200 mètres carrés et un local de 150 mètres carrés destiné à l'accueil d'activité de médecine libérale, avec 3 places de stationnements dédiées ;Le terrain support de l'opération est actuellement propriété de l'établissement public foncier d'ile de France (Epfif). De par sa position à l'orée de la ZAC Ecoquartier Gare de Pantin Quatre-Chemins, l'opération qui s'y développera préfigurera les futures constructions à intervenir dans l'écoquartier. A ce titre, l'opération devra revêtir une ambition environnementale dans le respect des prescriptions du Cahier de prescriptions environnementales et de développement durable, et notamment au travers des objectifs suivants :- obtention du label E3c2- obtention du niveau 2 du label bâtiment biosourcé (24 kg/m² de matériaux biosourcés)- mise en oeuvre de matériaux de construction alternatifs au béton, qui devra être réduit aux éléments incontournables : noyaux centraux/infrastructure- inscription de l'opérateur dans la démarche BDF (bâtiment durable francilien) niveau or
