Conclusion of framework contracts for linguistic verification as well as correction of spelling and typographical errors in conclusions translated into French or written in French by the Advocates-General of the Court of Justice of the European Union.
The framework contracts will be for a term of 1 year and may be renewed by tacit agreement for 3 further periods of 1 year. A classification list of contractors will be drawn up based on the award criteria. This list determines the initial order in which contractors, based on their production capacity, will be contacted to be offered specific work. The classification will be periodically reviewed so that it reflects the actual quality of the services provided. During contract performance, the classification may also be modified following the termination of existing framework contracts.
The contractor must perform linguistic verification work and correct spelling and typographical errors (in French) within the given deadlines. This involves the following tasks:
— correcting conclusions translated into French or written in French by the Advocates-General of the Court of Justice of the European Union,
— checking compliance with the Court's internal style rules and conventions,
— implementing the Court's vade mecum regarding quotation, typography and layout rules.
In carrying out these tasks, the contractor shall:
— observe the confidentiality of the (judicial) documents sent by the Court,
— deliver within the deadline agreed and specified on the order form.
The texts to be corrected cover a range of legal subjects relating to the cases brought before the Court. Texts vary as to their length and the urgency with which corrections are required. Contractors will work in a computerised environment. They will play an essential role in the process of checking the quality of conclusions translated into French or written in French by the Advocates-General of the Court of Justice of the European Union.
The quality of the services provided under the framework contracts must be such that the text may be used immediately, whether by publication or otherwise.
in accordance with Article 104(3) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002, as last amended by Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015, the contracting authority may limit the number of candidates invited to participate in the procedure on the basis of objective selection criteria.
Should this be the case, the following objective criteria will apply to limit the number of candidates invited to tender:
— proven knowledge of another European Union language (level B2 or above),
— at least 6 months' professional experience related to the tasks to be performed in or on behalf of an international organisation.
Section III: Legal, economic, financial and technical information
the contract may be awarded to any natural person or legal entity. Subcontracting outside of the procedures in the specifications is not permitted.
Candidates must sign the declaration on honour (part of the registration form) stating that they are not in any of the situations described in Article 106 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (exclusion criteria). In the case of candidates other than natural persons, said exclusion criteria shall apply to the candidate and each service provider making up the candidate.
The following information must also be provided:
* in the case of candidates other than natural persons:
— indication and evidence of the place of residence,
— indication and evidence of legal status, e.g. entry in the commercial register, entry in the VAT register, copies of the instruments of incorporation or constitution, in accordance with the provisions of the State in which the candidate is established.
— the identity of persons having powers of representation, decision making or control over him;
* in the case of candidates who are natural persons:
— declaration of self-employed status in the context of providing the services covered by the contract,
— declaration regarding liability to VAT.
Requests to participate must be drafted such that their evaluation will be complete, accurate and as rapid as possible, permitting the selection of candidates who will be invited to tender. Requests to participate may be rejected should candidates fail to provide sufficient information when completing the mandatory registration form (available from the website specified in point I.3) and enclosing the documents and evidence indicated.

Signed requests to participate are to be sent exclusively by e-mail (signed and scanned registration form).
Based on an evaluation of their capacities, the candidates deemed most able to perform the contract will be invited to submit 1 tender (a minimum of 10 candidates, provided that there is a sufficient number of candidates meeting the selection criteria).
Participation in this procurement procedure is free of charge and, as a consequence, does not confer on candidates/tenderers any right to request any financial compensation in respect of the costs incurred.
