The Council has recently undertaken a comprehensive review of its civic and office accommodation to determine its requirements going forward for a modern and significantly rationalised estate. The output of this review has culminated in a requirement for new office accommodation of circa 4 200 m² NIA, The proposed location for the new office accommodation is off West Grove Road and St Luke's Avenue in Harrogate on the Council's own site, Knapping Mount. The new office accommodation is seen as a catalyst to cultural change leading to a “One Council” ethos whereby services can work collaboratively from a single administrative base. The project links to a number of Council corporate priorities and is part of a wider transformation programme across the Council that aims to: — Deliver a changed organisation — Exhibit a desire for excellence — Shape the Council to help shape the District — Focus on our customers' needs and expectations — Identify and deliver realisable efficiencies — Put ourselves amongst the best The Council has set targets for a reduction in it's CO2 emissions and the move to new office premises is seen as an important contributor to meeting these targets, improving energy efficiency and reducing ongoing running costs for its office estate is also a key driver in this project. A summary of the strategic brief for the project is appended in annexe 1; the initial brief is currently being developed and will be made available to the shortlisted tenderers. The Council wish to appoint a design team to design and deliver this new civic office accommodation. At this stage the Council are seeking to make the following appointments as detailed in the 6 lots below: 1. Architect (lead consultant) 2. Mechanical and Electrical Engineer 3. Civil and Structural Engineer 4. Quantity Surveyor/ Employers Agent 5. CDM Co-ordinator 6. Town Planning Consultant This team will be appointed to design the new accommodation and in conjunction with the Council's project team, secure planning consent and deliver the premises. At present it is anticipated that a contractor will be procured at RIBA Design Stage 3 / 4 on a fixed price contract.
