the tenderer must provide:
— educational and professional qualifications (CVs) of the tenderer's staff, as well as their professional experience.
Means of proof: the tenderer must provide CVs for each profile, confirming the diplomas obtained (copy to be included), the level of study completed and professional experience.
A certificate showing the highest language level achieved should also be included,
— list of the main services provided, as well as additional services provided in connection with the contract (for lot 1: technical assistance and consultancy for carrying out building projects, for lot 2: technical assistance and advice with carrying out building projects subject to the nuclear regulatory framework) over the past 3 years, including details of the amounts, dates and contact details of the public or private recipients,
— quality management certification (e.g. ISO 9001 or equivalent) or, if the tenderer has no access to such certificates or no possibility of obtaining them within the time limits set, other evidence of equivalent quality assurance measures taken by himself.
to be selected, tenderers must prove they have staff with the following profiles:
(A) profiles for both lot 1 and 2:
— architect or engineer (educated to Master's level) with 10 years' experience for the profile 'project lead in the field of architecture or building engineering',
— architect (educated to Master's level) with 5 years' experience in the design and supervision of office building works,
— building services engineer (educated to Master's level) with at least 5 years' experience in this field,
— quantity surveyor (educated to Master's level: engineer, architect, surveyor or equivalent qualification in the construction or civil engineering field) with at least 5 years' experience in managing costs, construction time and quality in relation to building, civil engineering and renovation projects, and registered with the Belgian quantity surveyors' union (UBQS), the European Committee of Construction Economists (CEEC) or equivalent;
(B) profiles specific to lot 1:
— programmer (educated to Master's level: architect or building engineer, or equivalent qualification in the construction or civil engineering field), certified and/or qualified in programming. At least 5 years' experience in this field,
— BIM manager (engineer or architect educated to Master's level) with at least 5 years' experience in building project management and 2 years as a BIM manager;
(C) profiles specific to lot 2:
— electrical engineer specialising in high-voltage electricity, with 5 years' professional experience in executing high-voltage projects and devising power distribution plans and 1 year's professional experience in the nuclear sector. Thorough knowledge of VOB (Vergabe und Vertragsordnung für Bauleistungen – German legal guidelines for construction) and HOAI (Honorars Ordnung für Ingenieure und Architekten – German legal guidelines setting out the different fee levels). Proficient in German — at least C1 level, certified,
— automation and communications electrical engineer with 5 years' professional experience in building services and in executing communications and automation projects, including 1 year in the nuclear sector. Thorough knowledge of VOB and HOAI. Proficient in German — at least C1 level, certified,
— process engineer for ventilation technology with 5 years' professional experience in building services and in executing ventilation, refrigeration and temperature-control projects, including 1 year in the nuclear sector. Thorough knowledge of VOB and HOAI. Proficient in German — at least C1 level, certified,
— process engineer specialised in ventilation control technology, with 5 years' professional experience in building services and in executing automation technology and building automation projects, including 1 year in the nuclear sector. Thorough knowledge of the Siemens WinCC, Siemens PCS7 and Siemens ProTool systems. Proficient in German — at least C1 level, certified.
To be selected, tenderers must be able to provide proof:
for lot 1:
— of at least 3 assignments on building projects each with a value exceeding 10 000 000 EUR,
— of at least 3 assignments on building projects each with a value between 1 000 000 EUR and 10 000 000 EUR;
for lot 2:
— of at least 3 assignments on building projects subject to the nuclear regulatory framework, each with a value exceeding 10 000 000 EUR,
— of at least 3 assignments on building projects subject to the nuclear regulatory framework, each with a value between 1 000 000 EUR and 10 000 000 EUR.
