Section III: Legal, economic, financial and technical information
Participation in this tender procedure is open on equal terms to all natural persons, legal entities and public bodies falling within the scope of the treaties — particularly those from a Member State of the European Union — and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the public procurement field, under the conditions laid down in this agreement.
Groups of economic operators are authorised to tender if they ensure the joint and several liability of their members.
This could be an entity with or without legal personality: a temporary association, a private agreement or any other appropriate form of cooperation.
The European Parliament reserves the right to request that the successful grouping, before signing the contract, have a specific legal form if this is necessary for the proper implementation of the contract.

On pain of being denied access to the opening of tenders, tenderers wishing to attend should confirm their desire by email to INLO.AO.DIR.A@europarl.europa.eu no later than two working days before the tender opening date, limiting their representation to one person.
Section VI: Complementary information
The European Parliament will organise mandatory site visits at 10:00 am on 20.7.2020 and 22.7.2020 at its premises in Brussels. The meeting point will be at the accreditation centre of the Altiero Spinelli Building.
NB. Please contact the maintenance helpdesk pertaining to the public procurement sector at email@example.com to agree upon a date to visit the site.
To prepare your entry pass, please send an email with your company name and the name, position, identity card number and date of birth of the attendees, two working days before the visit. Your representatives must carry a valid form of identification.
In the event of a request after the deadline, economic operators may be automatically refused access to the buildings.
No more than two representatives per economic operator may attend the site visit. At least one representative per economic operator must attend this visit.
During the site visit, the economic operators will have the opportunity to ask questions which they deem relevant and useful for drawing up a tender. The language for the visit will be French.
Any travel expenses related to the visit of the premises will be borne by the economic operator, and cannot be reimbursed by the European Parliament.
Tenders submitted by economic operators who did not attend the mandatory site visit will be deemed inadmissible.
The European Parliament will issue an attendance list and a report following the site visit. The visit report will be published on the e-tendering website.
