This invitation to tender aims to provide the European Parliament with multiple framework ‘cascading’ contracts to cover reinforcements and replacements of its doctors in Strasbourg for ad hoc medical services beyond plenary session periods.
The contracted doctor will generally work in close collaboration with a nurse and the Parliament's firefighters / first aid workers. The services are to be provided upon Parliament's request during certain events organised on its premises. In the majority of cases, these are services for work to be provided during the week, and occasionally on weekends. This mainly concerns medical emergencies (for anyone present on the EP site in Strasbourg), or consultations in general medicine, preventive medicine and occupational medicine for MEPs and staff (assigned or on mission to the EP in Strasbourg).
The usual duration of the services is between 3 and 12 hours per day of service, and will be agreed upon by mutual consent with the contractor. For event days, the on-call duty will be around 8/12 hours. For the other consultation services, medical visits, etc., these will mostly be required on an on-call duty basis of around three hours, which must be planned in accordance to the directives of the European Parliament.

A negotiated procedure for a middle value contract was launched and then cancelled. A resizing of the contract has been carried out. The improvement in the health situation pertaining to the COVID-19 pandemic has also enabled a faster resumption of activities within the European Parliament.
