Das zu beschaffene System mit Hardware, Software und der Konzepterstellung kann nur von einem möglichen Auftragnehmer erbracht werden.

Die Auswahl des zu beschaffenden Gesamtsystems wurde sorgfältig anhand der verfügbaren technischen Unterlagen getroffen. Bei der Auswahl wurde neben den rein technischen Aspekten auch der Grundsatz der Wirtschaftlichkeit und Sparsamkeit durch eine umfassende Marktsichtung unter Betrachtung des Systemkonzeptes beachtet. Das System beinhaltet spezielle, auf die Besonderheiten des Einsatzzweckes abgestimmte, technische Leistungen, die aufgrund der technischen Anforderungen von anderen Lieferanten nicht erbracht werden können.
