Il RTI CONSORZIO REPLY PUBLIC SECTOR S.r.l. – COMP.SYS S.R.L.-FINCONS S.P.A. è l’unico operatore economico al quale può essere affidato il contratto in quanto in possesso di pregresse esperienze relative a quelle oggetto di affidamento e per le quali la sostituzione dell’attuale Fornitore risulterebbe non praticabile sia dal punto di vista tecnico sia economico . Nello specifico l'affidamento diretto è motivato dalla necessità di assicurare la qualità del completamento delle iniziative progettuali in ambiente SAP nel rispetto dei principi di economicità, efficacia e tempestività dell'affidamento.
