De Opdracht betreft het leveren van scanunits. Door een uitbreiding en uniformering van betaald parkeren in de gemeente Rotterdam vanaf 2021 wordt het totale betaald parkeergebied aanzienlijk uitgebreid en worden er parkeertijden verruimd. Voor fiscale handhaving is daardoor het te handhaven gebied en het tijdslot om te handhaven, groter geworden. Hierdoor is het nodig om de capaciteit van de scanunits voor het handhaven uit te breiden. 

Doel van de opdracht

De Gemeente wil met deze Opdracht het volgende bereiken: Gemeente wenst één Raamovereenkomst af te sluiten met één opdrachtnemer voor het leveren van scanunits.

II.2.4)Description of the procurement:

Wanneer burgers onbetaald parkeren op een plaats waar betaling wel vereist is, zijn zij een naheffing verschuldigd. Om deze gevallen te lokaliseren rijden er in de gemeente Rotterdam dagelijks 8 scanauto’s rond. Deze scanauto’s rijden rond in betaald parkeergebieden. De scanauto’s herkennen en scannen tijdens het rijden door deze gebieden alle kentekens van de geparkeerde auto’s. Dit doen zij middels het maken van foto’s van de kentekens, alsmede panoramafoto’s van de omgeving rondom de auto’s.

Door een uitbreiding en uniformering van betaald parkeren in de gemeente Rotterdam vanaf 2021 wordt het totale betaald

parkeergebied aanzienlijk uitgebreid en worden er parkeertijden verruimd. Voor fiscale handhaving is daardoor het te handhaven gebied en het tijdslot om te handhaven, groter geworden. Hierdoor is het nodig om de capaciteit van de scanunits voor het handhaven uit te breiden.
