20/12438 Digital Meeting Place RFI
NAV [the Norwegian Labour and Welfare Administration] is conducting a market survey to form the basis for determining a strategy for realizing a solution(s) for real-time digital meetings between employers and job seekers to increase the likelihood of a match between needs and demand in the job market, hereinafter referred to as ‘digital meeting place’.
NAV [the Norwegian Labour and Welfare Administration] would like to point out that both total solutions are sought, as well as smaller sub-elements that can enrich part of a larger whole that constitutes a total solution for digital meeting place.
Prior to the current situation with restrictions due to Covid-19, several physical job fairs and job meetings were held where the job seeker and employer could orient themselves in supply and demand, discover opportunities and quickly and efficiently start relationships and contact with interesting actors in a very short time. During Covid-19 such meetings are very difficult to implement. In addition, there is great improvement potential with the transition to a digital and scalable solution in the form of large scale advantages, accessibility, efficiency and enabling more self-help reliance for employers and job seekers in digital meetings.
The objective of this RFI is to collect information from the market about how NAV can realise such a digital solution for real-time meetings between employers and job seekers. We also want an overview of what possibilities the supplier market can provide:
— information about potential systems in the market, in order to clarify the possible scope and limitations so as to ensure an optimum procurement;
— insight and input to how the supplier market can deliver total solutions or parts that can enrich a possible total solution, and hereunder a combination of internally developed solutions from AV with the procured partial solution(s);
— commercial information in order to carry out an optimum procurement in regards to rights, liability and distribution of risk;
— information to assess the scope of the budget for procurement and to identify costs related to development, implementation and operation of a digital real-time meeting place.
The Labour and Welfare Department encourages suppliers to challenge the requirements stated in the attachment - RFI response (Excel document) if they see a more efficient system for the processes.
It is possible to respond to all and/or parts of this RFI and all contributions are valued. It must be clear which parts of the solution the response covers, as well as information about the supplier.
If further clarification of the response is required, the Labour and Welfare Department will contact the supplier individually after the information has been received. It is important to emphasise that further dialogue is not an indication of the supplier's position in a possible procurement process.
